Basically, the DMG file extension can be compared to the EXE or ISO format of Windows and can even function as a complete virtual drive for the system. The mimicking of physical CD drives is a workaround implemented by the system to address problems that may arise from CD requirements of some software programs including support for the efficient usage of an organization's resources. The main reason macOS uses DMG files is to make sure the file downloaded properly and wasn’t tampered with. DMG files include something called a checksum, which basically verifies that the file is 100% intact.
If you want to convert DMG to ISO, it's good to learn a little about disk image file types and what they're meant for. Essentially, a disk image is a snapshot of the content on a DVD, CD, BRD or even a hard drive. It could be just a set of media files, but it can also contain software installation files. In the second case, the disk image will also need to contain boot information in order to boot from the media.
